National Audit Office to Launch Citizen Engagement Strategy
The Government of Malawi is advancing public sector reforms to improve service delivery, with the National Audit Office (NAO) spearheading the development of a Citizen Engagement Strategy.
This strategy aims to enhance transparency, accountability, and public trust while empowering citizens to participate in ensuring the responsible use of public resources. Additionally, it seeks to strengthen partnerships with civil society organizations (CSOs) and other stakeholders.
During an interface meeting with CSOs and council officials in Dowa, NAO Public Relations Officer Rabson Kagwamminga highlighted that democracy’s strength is reflected in citizen participation. He emphasized the strategy’s consultative development process, which includes engaging local authorities, CSOs, and citizens, and gathering feedback through various platforms.
“The National Audit Office will continue consultations and validation with key stakeholders to refine and finalize the strategy,” Kagwamminga said. He added that the strategy would focus on raising awareness of NAO’s mandate, sharing audit results in accessible formats, and enabling citizens to contribute to tracking and influencing recommendations.

“The citizen engagement strategy will ensure greater citizen involvement in good governance,” Kagwamminga affirmed. He outlined the next steps, which include finalizing the strategy based on feedback, developing an implementation plan, and maintaining ongoing stakeholder engagement. He also acknowledged UNICEF for supporting the initiative.
Maxwell Kadutsa, Chairperson of the Dowa CSO Network, welcomed the strategy and pledged CSOs’ support in representing citizens’ voices. He emphasized the importance of empowering communities to conduct audits and provide checks and balances on district projects.
Kadutsa noted that while the strategy is promising, existing gaps must be addressed to ensure full citizen and community involvement.
