Malawi–Israel Nursing Recruitment Deal Raises Questions Over WHO Guidelines

The government’s plan to deploy 500 Malawian nurses to Israel under a bilateral labour agreement is facing scrutiny amid concerns that the arrangement could worsen the country’s already critical shortage of health workers.

Malawi First has welcomed the potential employment opportunities for Malawian nurses but has raised questions about whether the recruitment process complies with international guidelines governing the mobility of health personnel.

Malawi First President Bon Kalindo said the proposed recruitment may be inconsistent with the World Health Organization (WHO) Global Code of Practice on the International Recruitment of Health Personnel, which discourages the active recruitment of health workers from countries experiencing severe workforce shortages.

The concerns come as preparations for the labour agreement reportedly advance. Malawi’s former Head of Mission to Israel, David Bisnowaty, told the state broadcaster MBC in Tel Aviv that implementation protocols are at an advanced stage.

Bisnowaty further indicated that recruitment is expected to begin once the remaining procedural requirements have been finalized.

The debate therefore centres on whether Malawi can effectively pursue international employment opportunities for its nurses while at the same time safeguarding an already overstretched healthcare system.
