Immigration Stops Publishing Passport Lists, Sparks Transparency Debate

The Department of Immigration and Citizenship Services has stopped publishing lists of passports ready for collection, a move that has sparked concern over transparency and access to information in public service delivery.

Governance and human rights advocate Undule Mwakasungula has questioned the decision, noting that while it may enhance privacy, it could also limit public oversight.

“The decision may be understood in terms of protecting privacy and security, but it may also reduce transparency and accountability if not properly managed,” Mwakasungula said.

He added that the previous system made it easier for citizens to track passport availability and promoted openness in service delivery.

Mwakasungula has since urged the government to introduce alternative systems, such as SMS alerts or accessible digital platforms, to ensure applicants can still access information efficiently.

Meanwhile, the Department says the move is aimed at strengthening privacy and modernising passport service delivery.

Under the new arrangement, applicants are required to visit Immigration offices to check the status of their passports.

The Department has also indicated that it is developing an online enquiry system, which will eventually allow applicants to check their passport status remotely.
