MPS, GIZ Sign Deal to Boost Investigations and Prosecutions

The Inspector General of Police, Mr Richard Chakupaleza Chikoko Luhanga, says the Malawi Police Service (MPS) will enhance investigative capacity and improve prosecution outcomes following a new partnership with the .

The agreement was signed on May 4, 2026, at GIZ offices in Area 10, , with GIZ Country Director Dr Inge Baumgarten signing on behalf of the German agency.

The Memorandum of Understanding (MoU) brings together MPS and GIZ to improve the quality of criminal investigations, strengthen training systems, and enhance supervision of police work nationwide.

Running until December 2027, the programme is being implemented by GIZ on behalf of the European Union and the Government of Germany.

Key components include upgrading the Central Region Training Centre (CRTC) and improving skills for officers handling complex and specialised investigations. The initiative also aims to address gaps in investigative practices that have affected the quality of evidence presented in court.

Additionally, the programme will support the development of a National Standard for Investigators to harmonise procedures and improve consistency in case handling across the police service.

Dr Baumgarten described the partnership as a long-term commitment to strengthening policing systems in Malawi.

“We look forward to achieving concrete results, particularly in strengthening training institutions and enhancing the training of police officers,” she said.

Luhanga said detectives will undergo advanced training building on previous programmes.

“Through this agreement, several detectives will undergo advanced training as a follow-up to the initial course they have already completed,” said Luhanga.

He added that the training will focus on forensic analysis, digital forensics, and financial crime investigations, with plans to expand into specialised areas such as trafficking in persons.

Luhanga expressed confidence that the programme will improve investigative standards and lead to stronger prosecution outcomes.
