Village Headman Arrested for Defiling Minor
Dowa Police arrested Group Village Headman Ngwere, 39, for allegedly defiling a 17-year-old girl at Chezi on October 16, 2024.
The victim reported the incident to Chezi Police Unit, stating Ngwere asked uncomfortable questions about her puberty and relationships before forcing himself on her.
On September 20, 2024, Ngwere visited the victim’s house, inquiring about her father’s presence. Despite her response that he was sleeping, Ngwere expressed disbelief and proceeded to grab the victim, taking her to her brother’s bedroom. He then forcibly undressed and had unprotected sex with her.
Following the assault, Ngwere offered the victim K5,000 to keep quiet. When she refused, he shoved the money into her blouse and left.
The victim reported the incident on October 15, 2024, and was referred to the hospital for examination. Medical results revealed abnormal vaginal discharge and a ruptured hymen.
Ngwere, from Ngwere Village, Traditional Authority Mkukula, in Dowa District, is currently in custody awaiting court proceedings.
This incident highlights concerns about child protection and abuse of power in local communities.
Similar incidents have been reported in Dowa District, including the arrest of Village Headman M’bwatamila for indecently assaulting a 10-year-old girl and Group Village Headman Kawere for allegedly defiling three girls.
These cases underscore the need for increased vigilance and action against child abuse.
