According to Francis Chitambuli, Deputy Public Relations Officer for the Department of Immigration and Citizenship Services, the Department has arrested a 27-year-old Malawian national for allegedly impersonating Immigration officers and obtaining money by false pretence in Blantyre.
Chitambuli identified the suspect as Kelvin Mpinga, from Jana Village, Traditional Authority Nsomba in Blantyre District. He said Mpinga was arrested on 21 January 2026 for allegedly demanding money from passport applicants while falsely claiming to be acting on behalf of Immigration officers based at the Immigration Headquarters in Blantyre.
He explained that investigations have established that the suspect targeted unsuspecting passport applicants, collecting money under the pretext that he would facilitate, fast-track, or guarantee successful processing of passport applications. Chitambuli noted that these actions were carried out without any authority and constitute criminal impersonation and fraud, offences contrary to Section 99 and Section 319 of the Penal Code, respectively.
Chitambuli further said the suspect is currently in police custody, awaiting the completion of legal procedures and possible prosecution.
Meanwhile, the Deputy Public Relations Officer has strongly advised members of the public to seek immigration-related services only through authorised Immigration officers and official channels. He emphasised that passport application procedures are free, except for the prescribed passport fees and passport-size photograph fees, which must be accompanied by official General Receipts.
He also urged the public to immediately report any individuals demanding unauthorised payments or falsely presenting themselves as Immigration officers.
Chitambuli said the Department remains committed to safeguarding the integrity of its operations and protecting the public from fraud and exploitation.
