Mwenifumbo Advocates for 5 Percent Mining Royalties to Boost Local Development

Karonga Central Constituency candidate Frank Mwenifumbo, leader of the National Development Party (NDP), has proposed allocating 5% of mining royalties to district councils to enhance local development.
Speaking at a rally in Mbande, Traditional Authority Kyungu’s area, Mwenifumbo pledged to push for this policy if elected to Parliament in the 2025 general elections. He emphasized the importance of ensuring mining districts like Karonga, which host valuable resources such as uranium, coal, and rare earth metals, receive equitable benefits from their natural wealth.
He explained that the proposed allocation would empower local councils to address critical community needs, including healthcare, education, and infrastructure. “A 5% allocation of royalties to district councils will help address issues like inadequate healthcare, education facilities, and road networks that have long hindered progress in these areas,” Mwenifumbo stated.
Despite significant mining revenues over the years, Mwenifumbo noted that local communities have often been sidelined, raising concerns about environmental damage and insufficient reinvestment in local development.
Karonga District Council Chairperson Bellium Msukwa echoed Mwenifumbo’s sentiments, stressing that communities near mining operations should benefit directly. “Mining proceeds should always uplift the lives of those living closest to these mines,” Msukwa said.
However, Social and Governance Commentator Obert Mkandawire highlighted potential challenges, including garnering parliamentary support and ensuring transparency in fund utilization. “It’s one thing to propose it, but getting such support in Parliament is another matter. Additionally, the public will want transparency on how these funds will be used at the council level,” Mkandawire noted.
Mwenifumbo’s proposal seeks to address long-standing development gaps in resource-rich areas like Karonga, aiming to transform mining proceeds into tangible community benefits.
